I am considering hosting a tournament in which we use the goat control format. For those of you who don't know what it was, it was basically a tier 0 deck of way back in the day (Like 2005) and it used this ban list. http://yugioh.wikia.com/wiki/April_2005_Lists
It is argued to be the most skill format and I am inclined to agree, although there are some close runner-ups.

We would follow the rules at the time, meaning priority is a thing, as is drawing for your first turn when you go first.
Priority is the ability to use an effect of a monster immediately when you play it. For example, a player can summon BLS and use its effect BEFORE the opponent uses bottomless trap hole, however BLS can not chain his effect to bottomless.
